『叄』 跨境電子商務，國家出台了哪些政策

根據《關於實施支持跨境電子商務零售出口有關政策的意見》：

（一）確定電子商務出口經營主體（以下簡稱經營主體）。經營主體分為三類：

一是自建跨境電子商務銷售平台的電子商務出口企業。

二是利用第三方跨境電子商務平台開展電子商務出口的企業。

三是為電子商務出口企業提供交易服務的跨境電子商務第三方平台。經營主體要按照現行規定辦理注冊、備案登記手續。在政策未實施地區注冊的電子商務企業可在政策實施地區被確認為經營主體。

（二）建立電子商務出口新型海關監管模式並進行專項統計。海關對經營主體的出口商品進行集中監管，並採取清單核放、匯總申報的方式辦理通關手續，降低報關費用。

經營主體可在網上提交相關電子文件，並在貨物實際出境後，按照外匯和稅務部門要求，向海關申請簽發報關單證明聯。將電子商務出口納入海關統計。

（三）建立電子商務出口檢驗監管模式。對電子商務出口企業及其產品進行檢驗檢疫備案或准入管理，利用第三方檢驗鑒定機構進行產品質量安全的合格評定。

實行全申報制度，以檢疫監管為主，一般工業製成品不再實行法檢。實施集中申報、集中辦理相關檢驗檢疫手續的便利措施。

（四）支持電子商務出口企業正常收結匯。允許經營主體申請設立外匯賬戶，憑海關報關信息辦理貨物出口收結匯業務。加強對銀行和經營主體通過跨境電子商務收結匯的監管。

（五）鼓勵銀行機構和支付機構為跨境電子商務提供支付服務。支付機構辦理電子商務外匯資金或人民幣資金跨境支付業務。

應分別向國家外匯管理局和中國人民銀行申請並按照支付機構有關管理政策執行。完善跨境電子支付、清算、結算服務體系，切實加強對銀行機構和支付機構跨境支付業務的監管力度。

（六）實施適應電子商務出口的稅收政策。對符合條件的電子商務出口貨物實行增值稅和消費稅免稅或退稅政策，具體辦法由財政部和稅務總局商有關部門另行制訂。

（七）建立電子商務出口信用體系。嚴肅查處商業欺詐，打擊侵犯知識產權和銷售假冒偽劣產品等行為，不斷完善電子商務出口信用體系建設。

(3)跨境電子商務的答復擴展閱讀：

《關於促進跨境電子商務健康快速發展的指導意見》：

2015年6月國務院辦公廳印發《關於促進跨境電子商務健康快速發展的指導意見》指出，近年來我國跨境電子商務快速發展，已經形成了一定的產業集群和交易規模。

支持跨境電子商務發展，有利於用「互聯網+外貿」實現優進優出，發揮我國製造業大國優勢，擴大海外營銷渠道；有利於增加就業，推進大眾創業、萬眾創新，打造新的經濟增長點。

有利於加快實施共建「一帶一路」等國家戰略，推動開放型經濟發展升級。針對制約跨境電子商務發展的問題。

有必要加快建立適應其特點的政策體系和監管體系，營造更加便利的發展環境，促進跨境電子商務健康快速發展。

《意見》體現了「在發展中規范，在規范中發展」的總體原則，明確了跨境電子商務的主要發展目標，既普遍支持國內企業利用電子商務開展對外貿易，又突出重點。

鼓勵有實力的企業做大做強。特別是提出要培育一批公共平台、外貿綜合服務企業和自建平台，並鼓勵國內企業與境外電子商務企業強強聯合。

《意見》提出了五個方面的支持措施：

一是優化海關監管措施，進一步完善跨境電子商務進出境貨物、物品管理模式，優化跨境電子商務海關進出口通關作業流程。

二是完善檢驗檢疫監管政策措施，對跨境電子商務進出口商品實施集中申報、查驗和放行，對跨境電子商務經營主體及商品實施備案管理制度。

三是明確規范進出口稅收政策，繼續落實現行跨境電子商務零售出口稅收政策，按照有利於拉動國內消費、公平競爭、促進發展和加強進口稅收管理的原則，制訂跨境電子商務零售進口稅收政策。

四是完善電子商務支付結算管理，穩妥推進支付機構跨境外匯支付業務試點，鼓勵境內銀行、支付機構依法合規開展跨境電子支付業務。

五是提供財政金融支持，對跨境電子商務企業走出去重點項目給予必要資金支持，為跨境電子商務提供適合的信用保險服務。向跨境電子商務外貿綜合服務企業提供有效的融資、保險支持。
