为了丰富文化节内容和广大同学的课余生活，加强英语的学习和交流，提高同学们学习英语的积极性，给广大研究生提供一个展现自我，提升自我的机会和舞台，校研究生团委研究生会决定在研究生文化节期间举办“英语之星”演讲比赛。英语作为一个大学生必备的素质之一，其重要性是不言而喻的。在二十一世纪的今天，企业对大学生英语口语的要求也越来越高。我们希望通过本次活动，让同学们尽早认识到英语口语的重要性，提高对英语口语训练的积极性。
为更好的完成承办“英语之星”演讲比赛的任务，经交通学院和汽车学院团委研究生分会以及校英语俱乐部商量决定成立筹办“英语之星”演讲比赛组织委员会（以下称组委会）。组委会由理事、顾问、主管、干事组成。理事的主要职责是对整个筹办过程进行指导，协调，监督；顾问的主要职责是辅助指导筹办过程；主管的主要职责是全面负责承办过程中具体事情的决策，人事安排，活动进展的把握，工作的协调。干事是具体某一件事或几件事情的负责人。组委会由11人组成（附表一组委会成员通讯录），职务如下：

本次承办“英语之星”演讲比赛的具体工作可大体分为三部分：赛前准备工作，赛中现场工作，赛后收尾工作。以下就这三方面展开说明：
一.赛前准备工作：
1.明确承办比赛的纲要（院文娱部）
1）活动目的
〈1〉提高同学学习英语的积极性，特别是提高对英语口语训练的积极性。
〈2〉丰富研究生的课余生活。
〈3〉为大学生提供一个学习和交流英语学习的平台，共同进步。
〈4〉加深对英语口语的重要性的认识。
〈5〉通过举办活动，为广大英语爱好者提供一个互相交流和学习的机会。
2）参赛选手要求：
（1）在校研究生，性别年龄不限
（2）主题由承办单位选定后，题目自选，要求内容积极、健康、向上。
（3）如有背景音乐，则自带光碟。
（4）自备服装和道具

选拔赛自由报名，每个学院2－3人
4）时间及有关场地安排：

5）比赛环节
比赛分为两个环节：录音选拔及演讲比赛。
6）录音选拔：
录音选拔出英语发音纯正、有英语演讲才能的人，其前12名参加演讲比赛。

〈1〉比赛流程：
比赛由二部分组成：一，先进行命题演讲（限时3分钟），命题演讲结束后，评委提问1—2个问题，选手回答限时1分钟。二，即兴演讲（选手准备30秒，回答限时2分钟）；其中命题演讲是参赛者围绕我们的主题在比赛前选好文章进行演讲。即兴演讲是现场抽题现场回答。评委们用英语提问，可以是与主题有关的或是演讲者在演讲过程中涉及的问题或是评委感兴趣的问题，参赛者用英文回答，这考察了选手们的应变能力和对英语的运用能力。
（2）评分标准：（满分100分）

（3）评分规则：评委明确给出每部分评分（评分为整数），由工作人员进行最后加总，去掉最高分与最低分，取平均分为选手比赛成绩，按成绩排名分别获一、二、三等奖。最佳台风奖和最受欢迎奖由评委票选得出（如票数相同则得分高者获奖）
8）奖项设立:
一等奖1名（同时获英语之星称号）
二等奖2名
三等奖3名
鼓励奖若干名
同时在此比赛中设立最佳台风奖，最受欢迎奖各一名。（此奖项与上述奖项不冲突）
9）颁奖：比赛结束后，颁发获奖证书和奖品
2.前期宣传准备工作（院团委宣传部负责：刘愉强）
1）10月18日将此活动通知各院系分团委研分会，希望各院系协助组织有此方面特长的同学报名参加
，每个学院推荐2～3位同学。
2）通过我校团委、学生会向学院团委、学生会发邀请函，协助报名。
3）10月19日起将张贴海报在BBS上发贴，宣布大赛报名正式开始。报名截止于10月28日中午12：00。
4）做好宣传工作：制作打印A1彩页海报15张，于10月25日张贴于西湖厅路宣传栏（4份）各研究生宿舍楼下（西五、西六、西十九、研一、研二、研三、研四、研五、东八、东九、东十共十一栋研究生宿舍大楼）；
5）10月28日左右将再一次张贴海报（西湖路宣传栏，对此次大赛进行宣传。若有企业赞助，为企业专门策划宣传海报。
6）11月3日左右进行初赛，并配以同期的海报或广播宣传。
7）11月7日左右在校内悬挂宣传横幅，于11月11日转置比赛现场。检查10月28日所贴海报是否被覆盖或破损，是则补贴。
3.主持人的选定（组委会负责）
比赛选男女主持人各一名：张大海、赵皓洁
主持人简介：张大海，男，华工交通学院03级研究生，曾在上届研究生文化节中获司仪大赛二等奖、英语之星大赛二等奖和最佳台风奖，多次主次全校大型文艺汇演。
赵皓洁，女，广外外语学院03级研究生，曾多次主持学校大型活动。
两人曾合作过电影配音，可谓是最佳拍挡合适人选。
4.评委和嘉宾的邀请：（组委会理事负责）
1）邀请7个评委参加比赛的评选工作，其中最好有一两个外教，其中一个外教在比赛后做点评
2）邀请相关院系领导或辅导员，校学生会主管领导做出席大赛嘉宾
3）嘉宾和评委可做颁奖人
4）所有评委和嘉宾在11月8号前确定
5.比赛内容和资料（魏旭娇、邱燕红）
1）录音选拔赛的资料由邱燕红收集整理，魏旭娇审核确认。
2）决赛即兴演讲资料由魏旭娇收集整理制作，邱燕红协助。
3）为保密起见，不能让其他人知晓。
4）录音选拔资料在11月2号前确定，决赛现场抽题资料在11月9号前做好。
5）以上两人如果参加比赛，则另选人负责。

一个一个内容来吧，因为我大学时做过。
1，主题。
每期都要有一个主题，为什么我就不说了。
通常是一句话，可以是一个两个或多个字母。
如：Olympic Games, April's Day, The Super Girls，等等。
2，时间地点人物。
时间通常是每周既定的。（如我校为周五晚），地点也是。人物你就要注意了。首先肯定是策划该次活动的班级或是社团，这表示你们的策划团队很强大；然后是老师和外教，因为同学们说英语是需要肯定的，你一定要保证至少一到两个老师的到场；最后是请几个英语比较厉害的同学，如广播站或校英文电台或历届英语演讲辩论高手。
3，场地布置。
买一些特殊道具如彩带，蜡烛（如果是露天的话），还有剪纸或各类符合主题的装饰，可以把环境营造的很温馨。这样就算不想说英语的人也会去看看。
4，节目。
如果你是想搞成一个持续两个小时左右的活动。那你就肯定要有节目。这些就包括在一些游戏内，因为英语角和正式的比赛是不一样的，和上课说英语也不一样。常用的有猜单词啊，故事接龙啊，猜谜语啊，英文单词对歌啊什么的，最好是有自己内部备用的牵头人，这样游戏开展时不至于没人参与，冷场。
5，主持人。
一个好的主持是不可少的。一个boring的主持会让观众没有呆下去的兴趣。要保证主持人的发音标准和善于带动群众。其他自恋型的不管说的多溜都别考虑他！！

I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation.
Five score years ago, a great American, in whose symbolic shadow we stand today, signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice. It came as a joyous daybreak to end the long night of their captivity.
But one hundred years later, the Negro still is not free. One hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination. One hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. One hundred years later, the Negro is still languished in the corners of American society and finds himself an exile in his own land. And so we've come here today to dramatize a shameful condition.
In a sense we've come to our nation's capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. This note was a promise that all men, yes, black men as well as white men, would be guaranteed the "unalienable Rights" of "Life, Liberty and the pursuit of Happiness." It is obvious today that America has defaulted on this promissory note, insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check, a check which has come back marked "insufficient funds."
But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. And so, we've come to cash this check, a check that will give us upon demand the riches of freedom and the security of justice.
We have also come to this hallowed spot to remind America of the fierce urgency of Now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of graalism. Now is the time to make real the promises of democracy. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice. Now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood. Now is the time to make justice a reality for all of God's children.
It would be fatal for the nation to overlook the urgency of the moment. This sweltering summer of the Negro's legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. And those who hope that the Negro needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual. And there will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.
But there is something that I must say to my people, who stand on the warm threshold which leads into the palace of justice: In the process of gaining our rightful place, we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred. We must forever conct our struggle on the high plane of dignity and discipline. We must not allow our creative protest to degenerate into physical violence. Again and again, we must rise to the majestic heights of meeting physical force with soul force.
The marvelous new militancy which has engulfed the Negro community must not lead us to a distrust of all white people, for many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom.
We cannot walk alone.
And as we walk, we must make the pledge that we shall always march ahead.
We cannot turn back.
There are those who are asking the devotees of civil rights, "When will you be satisfied?" We can never be satisfied as long as the Negro is the victim of the unspeakable horrors of police brutality. We can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities. We cannot be satisfied as long as the Negro's basic mobility is from a smaller ghetto to a larger one. We can never be satisfied as long as our children are stripped of their selfhood and robbed of their dignity by signs stating "for whites only." We cannot be satisfied as long as a Negro in Mississippi cannot vote and a Negro in New York believes he has nothing for which to vote. No, no, we are not satisfied, and we will not be satisfied until "justice rolls down like waters, and righteousness like a mighty stream."
I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have come fresh from narrow jail cells. And some of you have come from areas where your quest -- quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive. Go back to Mississippi, go back to Alabama, go back to South Carolina, go back to Georgia, go back to Louisiana, go back to the slums and ghettos of our northern cities, knowing that somehow this situation can and will be changed.
Let us not wallow in the valley of despair, I say to you today, my friends.
And so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream.
I have a dream that one day this nation will rise up and live out the true meaning of its creed: "We hold these truths to be self-evident, that all men are created equal."
I have a dream that one day on the red hills of Georgia, the sons of former slaves and the sons of former slave owners will be able to sit down together at the table of brotherhood.
I have a dream that one day even the state of Mississippi, a state sweltering with the heat of injustice, sweltering with the heat of oppression, will be transformed into an oasis of freedom and justice.

And so let freedom ring from the prodigious hilltops of New Hampshire.

Pennsylvania.
Let freedom ring from the snow-capped Rockies of Colorado.
Let freedom ring from the curvaceous slopes of California.
But not only that.
Let freedom ring from Stone Mountain of Georgia.
Let freedom ring from Lookout Mountain of Tennessee.
