為了豐富文化節內容和廣大同學的課餘生活，加強英語的學習和交流，提高同學們學習英語的積極性，給廣大研究生提供一個展現自我，提升自我的機會和舞台，校研究生團委研究生會決定在研究生文化節期間舉辦「英語之星」演講比賽。英語作為一個大學生必備的素質之一，其重要性是不言而喻的。在二十一世紀的今天，企業對大學生英語口語的要求也越來越高。我們希望通過本次活動，讓同學們盡早認識到英語口語的重要性，提高對英語口語訓練的積極性。
為更好的完成承辦「英語之星」演講比賽的任務，經交通學院和汽車學院團委研究生分會以及校英語俱樂部商量決定成立籌辦「英語之星」演講比賽組織委員會（以下稱組委會）。組委會由理事、顧問、主管、幹事組成。理事的主要職責是對整個籌辦過程進行指導，協調，監督；顧問的主要職責是輔助指導籌辦過程；主管的主要職責是全面負責承辦過程中具體事情的決策，人事安排，活動進展的把握，工作的協調。幹事是具體某一件事或幾件事情的負責人。組委會由11人組成（附表一組委會成員通訊錄），職務如下：

本次承辦「英語之星」演講比賽的具體工作可大體分為三部分：賽前准備工作，賽中現場工作，賽後收尾工作。以下就這三方面展開說明：
一.賽前准備工作：
1.明確承辦比賽的綱要（院文娛部）
1）活動目的
〈1〉提高同學學習英語的積極性，特別是提高對英語口語訓練的積極性。
〈2〉豐富研究生的課餘生活。
〈3〉為大學生提供一個學習和交流英語學習的平台，共同進步。
〈4〉加深對英語口語的重要性的認識。
〈5〉通過舉辦活動，為廣大英語愛好者提供一個互相交流和學習的機會。
2）參賽選手要求：
（1）在校研究生，性別年齡不限
（2）主題由承辦單位選定後，題目自選，要求內容積極、健康、向上。
（3）如有背景音樂，則自帶光碟。
（4）自備服裝和道具
3）參賽人數：
選拔賽自由報名，每個學院2－3人
4）時間及有關場地安排：
時間：10月28日中午12：00報名截止（逾期作棄權處理，通過電子郵件形式報名以收到確定郵件為准）
11月1日公布錄音選拔賽名單
11月3日錄音選拔，根據報名情況分批進行
11月5日上午公布錄音選拔前12名名單，同時，中午12：00進行演講抽簽，公布命題演講題目（地點待定）

5）比賽環節
比賽分為兩個環節：錄音選拔及演講比賽。
6）錄音選拔：
錄音選拔出英語發音純正、有英語演講才能的人，其前12名參加演講比賽。

〈1〉比賽流程：
比賽由二部分組成：一，先進行命題演講（限時3分鍾），命題演講結束後，評委提問1—2個問題，選手回答限時1分鍾。二，即興演講（選手准備30秒，回答限時2分鍾）；其中命題演講是參賽者圍繞我們的主題在比賽前選好文章進行演講。即興演講是現場抽題現場回答。評委們用英語提問，可以是與主題有關的或是演講者在演講過程中涉及的問題或是評委感興趣的問題，參賽者用英文回答，這考察了選手們的應變能力和對英語的運用能力。
（2）評分標准：（滿分100分）
●儀表形象：（20分）
1）著裝整齊，大方得體。（10分）
2）姿態自然，動作適度。（10分）
●演講內容：（50分）
3）主題鮮明，符合主題內容。（25分）
4）內容充實，事例動人，貼近生活，富有鮮明的時代感。（15分）

（3）評分規則：評委明確給出每部分評分（評分為整數），由工作人員進行最後加總，去掉最高分與最低分，取平均分為選手比賽成績，按成績排名分別獲一、二、三等獎。最佳台風獎和最受歡迎獎由評委票選得出（如票數相同則得分高者獲獎）
8）獎項設立:
一等獎1名（同時獲英語之星稱號）
二等獎2名
三等獎3名
鼓勵獎若干名
同時在此比賽中設立最佳台風獎，最受歡迎獎各一名。（此獎項與上述獎項不沖突）
9）頒獎：比賽結束後，頒發獲獎證書和獎品
2.前期宣傳准備工作（院團委宣傳部負責：劉愉強）
1）10月18日將此活動通知各院系分團委研分會，希望各院系協助組織有此方面特長的同學報名參加
，每個學院推薦2～3位同學。
2）通過我校團委、學生會向學院團委、學生會發邀請函，協助報名。
3）10月19日起將張貼海報在BBS上發貼，宣布大賽報名正式開始。報名截止於10月28日中午12：00。
4）做好宣傳工作：製作列印A1彩頁海報15張，於10月25日張貼於西湖廳路宣傳欄（4份）各研究生宿舍樓下（西五、西六、西十九、研一、研二、研三、研四、研五、東八、東九、東十共十一棟研究生宿舍大樓）；
5）10月28日左右將再一次張貼海報（西湖路宣傳欄，對此次大賽進行宣傳。若有企業贊助，為企業專門策劃宣傳海報。
6）11月3日左右進行初賽，並配以同期的海報或廣播宣傳。
7）11月7日左右在校內懸掛宣傳橫幅，於11月11日轉置比賽現場。檢查10月28日所貼海報是否被覆蓋或破損，是則補貼。
3.主持人的選定（組委會負責）
比賽選男女主持人各一名：張大海、趙皓潔
主持人簡介：張大海，男，華工交通學院03級研究生，曾在上屆研究生文化節中獲司儀大賽二等獎、英語之星大賽二等獎和最佳台風獎，多次主次全校大型文藝匯演。
趙皓潔，女，廣外外語學院03級研究生，曾多次主持學校大型活動。
兩人曾合作過電影配音，可謂是最佳拍擋合適人選。
4.評委和嘉賓的邀請：（組委會理事負責）
1）邀請7個評委參加比賽的評選工作，其中最好有一兩個外教，其中一個外教在比賽後做點評
2）邀請相關院系領導或輔導員，校學生會主管領導做出席大賽嘉賓
3）嘉賓和評委可做頒獎人
4）所有評委和嘉賓在11月8號前確定
5.比賽內容和資料（魏旭嬌、邱燕紅）
1）錄音選拔賽的資料由邱燕紅收集整理，魏旭嬌審核確認。
2）決賽即興演講資料由魏旭嬌收集整理製作，邱燕紅協助。
3）為保密起見，不能讓其他人知曉。
4）錄音選拔資料在11月2號前確定，決賽現場抽題資料在11月9號前做好。
5）以上兩人如果參加比賽，則另選人負責。

一個一個內容來吧，因為我大學時做過。
1，主題。
每期都要有一個主題，為什麼我就不說了。
通常是一句話，可以是一個兩個或多個字母。
如：Olympic Games, April's Day, The Super Girls，等等。
2，時間地點人物。
時間通常是每周既定的。（如我校為周五晚），地點也是。人物你就要注意了。首先肯定是策劃該次活動的班級或是社團，這表示你們的策劃團隊很強大；然後是老師和外教，因為同學們說英語是需要肯定的，你一定要保證至少一到兩個老師的到場；最後是請幾個英語比較厲害的同學，如廣播站或校英文電台或歷屆英語演講辯論高手。
3，場地布置。
買一些特殊道具如綵帶，蠟燭（如果是露天的話），還有剪紙或各類符合主題的裝飾，可以把環境營造的很溫馨。這樣就算不想說英語的人也會去看看。
4，節目。
如果你是想搞成一個持續兩個小時左右的活動。那你就肯定要有節目。這些就包括在一些游戲內，因為英語角和正式的比賽是不一樣的，和上課說英語也不一樣。常用的有猜單詞啊，故事接龍啊，猜謎語啊，英文單詞對歌啊什麼的，最好是有自己內部備用的牽頭人，這樣游戲開展時不至於沒人參與，冷場。
5，主持人。
一個好的主持是不可少的。一個boring的主持會讓觀眾沒有呆下去的興趣。要保證主持人的發音標准和善於帶動群眾。其他自戀型的不管說的多溜都別考慮他！！

I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation.
Five score years ago, a great American, in whose symbolic shadow we stand today, signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice. It came as a joyous daybreak to end the long night of their captivity.
But one hundred years later, the Negro still is not free. One hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination. One hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. One hundred years later, the Negro is still languished in the corners of American society and finds himself an exile in his own land. And so we've come here today to dramatize a shameful condition.
In a sense we've come to our nation's capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. This note was a promise that all men, yes, black men as well as white men, would be guaranteed the "unalienable Rights" of "Life, Liberty and the pursuit of Happiness." It is obvious today that America has defaulted on this promissory note, insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check, a check which has come back marked "insufficient funds."
But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. And so, we've come to cash this check, a check that will give us upon demand the riches of freedom and the security of justice.
We have also come to this hallowed spot to remind America of the fierce urgency of Now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of graalism. Now is the time to make real the promises of democracy. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice. Now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood. Now is the time to make justice a reality for all of God's children.
It would be fatal for the nation to overlook the urgency of the moment. This sweltering summer of the Negro's legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. And those who hope that the Negro needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual. And there will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges.
But there is something that I must say to my people, who stand on the warm threshold which leads into the palace of justice: In the process of gaining our rightful place, we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred. We must forever conct our struggle on the high plane of dignity and discipline. We must not allow our creative protest to degenerate into physical violence. Again and again, we must rise to the majestic heights of meeting physical force with soul force.
The marvelous new militancy which has engulfed the Negro community must not lead us to a distrust of all white people, for many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom.
We cannot walk alone.
And as we walk, we must make the pledge that we shall always march ahead.
We cannot turn back.
There are those who are asking the devotees of civil rights, "When will you be satisfied?" We can never be satisfied as long as the Negro is the victim of the unspeakable horrors of police brutality. We can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities. We cannot be satisfied as long as the Negro's basic mobility is from a smaller ghetto to a larger one. We can never be satisfied as long as our children are stripped of their selfhood and robbed of their dignity by signs stating "for whites only." We cannot be satisfied as long as a Negro in Mississippi cannot vote and a Negro in New York believes he has nothing for which to vote. No, no, we are not satisfied, and we will not be satisfied until "justice rolls down like waters, and righteousness like a mighty stream."
I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have come fresh from narrow jail cells. And some of you have come from areas where your quest -- quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive. Go back to Mississippi, go back to Alabama, go back to South Carolina, go back to Georgia, go back to Louisiana, go back to the slums and ghettos of our northern cities, knowing that somehow this situation can and will be changed.
Let us not wallow in the valley of despair, I say to you today, my friends.
And so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream.
I have a dream that one day this nation will rise up and live out the true meaning of its creed: "We hold these truths to be self-evident, that all men are created equal."
I have a dream that one day on the red hills of Georgia, the sons of former slaves and the sons of former slave owners will be able to sit down together at the table of brotherhood.
I have a dream that one day even the state of Mississippi, a state sweltering with the heat of injustice, sweltering with the heat of oppression, will be transformed into an oasis of freedom and justice.
I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.

And if America is to be a great nation, this must become true.
And so let freedom ring from the prodigious hilltops of New Hampshire.
Let freedom ring from the mighty mountains of New York.
Let freedom ring from the heightening Alleghenies of
Pennsylvania.
Let freedom ring from the snow-capped Rockies of Colorado.
Let freedom ring from the curvaceous slopes of California.
But not only that.
Let freedom ring from Stone Mountain of Georgia.
Let freedom ring from Lookout Mountain of Tennessee.
Let freedom ring from every hill and molehill of Mississippi.
From every mountainside, let freedom ring.
And when this happens, when we allow freedom ring, when we let it ring from every village and every hamlet, from every state and every city, we will be able to speed up that day when all of God's children, black men and white men, Jews and Gentiles, Protestants and Catholics, will be able to join hands and sing in the words of the old Negro spiritual:
